Ok, how about SPR? I know what it stands for (Special Purpose Rifle - I think) but what makes it so? What makes a rifle a SPR?

I can't verify this page's accuracy, but I've read the same thing over and over again.
The MK12 (SPR) rifle system was originally conceived by Mark Westrom of Armalite and developed by the Naval Surface Warfare Center in Crane Indiana. SOCOM wanted a compact, optically sighted long range precision rifle for Special Operations Forces. The rifle was built on the standard M-16 platform with an 18” free floated barrel, backup iron sights and a Leupold 3x9 MR/T rifle scope with M3 style knobs. Either PRI or KAC forends were utilized. These rifles were specifically designed to fire the 77 grain MK262 ammunition loaded by Black Hills.

Basically it's an M16 with a shorter, freefloated barrel, tight twist, and optical sights. Usually a fixed A2 stock.

There also is the SPR barrel profile, like this: http://www.ar15barrels.com/prod/spr.shtml. It's basically putting a low profile gas block at one position (say mid-length) and the front sight block forward of that (say at the rifle gas block position).
