Ok I'm a newbie to the whole NFA thing so bear with me please.
1. Section 4F. Overall length?
If I am not allowed to assemble or have the parts to assemble the complete rifle until the tax stamp is "In Hand". How can I measure the overall length of a SBR? I don't have the butt stock yet. If using a collapsible stock, do you measure the shortest or longest length?
2. If I am having custom engraving done on the mag well. Do I have to list that in 4H Additional Description?
3. Where on the form do I put my engraved info. (name and city.state)? I assume in 4H. As the original manufacturer of the lower is listed in 4A. Is that correct?
Thanks in advance for any help. I want to get this right the first time.

i never had a problem, but of course your mileage may vary:
1. i always made an educated guess, erring on shortest potential assembly...i then round down another half inch or so
2. no, i generally list all potential upper calibers, so none of my SBRs is married to 6.8 alone: i.e., 5.56mm, .223", 22LR, 300blk, 5.7mm
3. i don't
In summary, my goal is always to avoid confusing the agent tasked with reviewing/approving any submitted form.

You will notice your barrel length is very close to being from the center line of your pivot pin to the end of the barrel. So, since you know that, you can add that to the length you measure from the pivot pin back to the end of the stock for the OAL. If you do not know your exact stock you are using, get one similar and make a good approximation. That will be close enough. The feds want the stock measured in its longest position. That is someplace in the 2005 Federal Firearms Rules and Regulations, which is the most current issue of the guide.

Yes, I do. I don't know if you have to or not but it does say to list additional description. So, I put what and where I am going to have engraved including where and what in regards to my name, city, and state.

Yes, that is where I put it.
Better too much information than not enough. You will not have your form 1 kicked back for too much information, and IIRC well over 75% of Form 1s are kicked back for being done with too little information or not filled out correctly.
In that 4H section, I put Big Bore, Anytown, IN. engraved in the top of the trigger guard area. Also, Jumping Bass on right side of magazine well with words "Kiss My Bass" underneath. No, I have not and would not have one engraved that way but that is how I would list it if I did. I've done three using that method and none have been kicked back yet.
By the way, I use to list all calibers, barrel lengths, and OAL that the lower may be used with. I did that on my first two and all was well. However, the ATFE have since changed their minds and now only want one caliber, barrel length, and OAL and I have had two people I know have their Form 1s returned for correction because they listed more than one caliber, barrel length, or OAL.
If you want to add more calibers, barrel lengths, and OAL after the fact all you do is send the ATFE a letter with your vitals along with the changes you wish to add. I have done that several times so it is not a big deal. They may or may not respond so keep a copy of your letters to the ATFE about those calibers and barrel length additions.

I'm in NC ,I have a Form 1 in hand, and have some questions related to filling it out using my LLC. Do I need to submit a photo and fingerprint cards, do I need a CLEO to sign off? I swear I read I didnt somewhere but cant find any links. Any input would be greatly appreciated. I'd like to get this done right the first time. Thanks, SM
PS, Also,Its a prototype can so do I need to supply drawings? How detailed?

For trusts and companies you do not need to provide pictures and fingerprints.
I can't help you with the rest though.
