We ( USA ) used weapons similar to that for crowd control in Iraq already, several years back. The Russians are playing catch up.
The Active Denial System. According to one of my friends who saw it in operation, and actually stood in front of it, it really works well. He has told me that he thinks small arms will play a less important role in coming conflicts, since the small ones that he has been around had a very good range, and they were using the low end of the strength that was available. He basically said that if they wanted to, the ones we have now could easily be made to kill rather than just force compliance. Ship mounted units in ports or on rivers, aircraft mounted units, and other larger permanent units on buildings in cities and the like, could easily control a larger area, and make anything other than artillery, or air strikes of some sort ineffective. Not only do we have the heat generator weapons, but we also have some that affect internal organs, and basically make people lose control of their bowels, bladders, and makes them want to vomit. Hard to fight when you're so sick you fall on your face.

Now imagine a dictatorial regime installing these things on top of buildings throughout a city. It would be near impossible to have an uprising. Sounds like something Russia would love to have.
